The problem

Between 2017 and 2020, the Regional Road Safety Monitoring Centre (CEREMSS) was designed and developed by ASTRAL S.p.A. – Azienda Strade Lazio, the company responsible for the planning, management, and maintenance of the regional road network. In recent years, ASTRAL has broadened its scope, taking on a leading role in the public transport and infomobility sectors at the regional level.

From 2020 to 2024, the system was further expanded and evolved into the current Regional Observatory for Mobility and Road Safety (ORMSS). The web portal, available at https://ceremsslazio.astralspa.it/ceremss, was developed to ensure full compatibility with major browsers and mobile devices (smartphones, tablets, laptops). It includes interactive and multimedia features, such as a dynamic geographic map for public consultation and engagement.

The creation of CEREMSS enabled the Lazio Region to achieve one of the main objectives set by the Italian Ministry of Infrastructure and Transport: establishing an effective tool for monitoring road accidents and related risk factors, while also providing a center for communication and public awareness aimed at reducing road crashes, fatalities, and injuries across the region.

To ensure continuous maintenance, updates, and functional evolution of the system, a comprehensive service has been set up to support the Observatory’s operations, also in coordination with projects developed under the Regional Road Network Mobility Management Plan and the integrated mobility–transport–urban planning system promoted by ASTRAL.

Our approach

Project activities are structured into three main operational areas, each with specific objectives and targets. This organization allows for efficient resource management while ensuring an integrated and coordinated approach across the different fields of intervention.

1. Enhancement of the CEREMSS Information System: the first group of activities focuses on the evolution of the CEREMSS information system, including the development and optimization of digital platforms and data management tools such as the CEREMSS/ORMSS web portal, the Central Information System (SIC), and the Road Accident Information System (SIIS). Activities also cover the management of ASTRAL’s Unified Graph Database and the integrated software used for data transformation and simulation. The goal is to improve the quality, accessibility, and reliability of road safety data, making them a valuable resource to support planning and decision-making processes.

2. Mobility and Road Safety Management: the second area focuses on mobility planning and monitoring, with particular attention to the safety of the regional road network. Actions include optimizing traffic flows, conducting Road Safety Audits and Road Safety Inspections, and developing and analyzing Key Performance Indicators (KPIs). This area also involves updating traffic datasets, refining forecasting models, and enhancing data related to maintenance and infrastructure works on the regional network. The objective is to provide technical and analytical tools to support a safer, more efficient, and sustainable management of mobility in the Lazio Region.

3. Training and Public Awareness: the third group of activities is dedicated to training, information, and awareness-raising on road safety. It includes support for educational initiatives in schools, the organization of training courses for operators and stakeholders, and outreach activities targeting the general public. Technical mentoring and follow-up actions are also included to ensure the effective application of acquired knowledge. The overarching goal is to promote a culture of safety and prevention, leveraging knowledge and awareness as key tools to reduce road risks and improve overall safety outcomes.
