Road Safety in Italy: Webinar on the Evaluation of Road Safety Investments

Our research group presented the methodology and preliminary findings of a study on road safety investments and costs

On 20 July 2026, the research group of the Research Centre for Transport and Logistics (CTL) at Sapienza University of Rome took part in the webinar “Road Safety Investments in Italy“, organised as part of the research project on the Assessment of Road Safety Costs, developed in collaboration with the Italian Ministry of Infrastructure and Transport.

During the first session of the webinar, dedicated to the study methodological framework, Prof. Luca Persia introduced the research by highlighting the significant information gap that still exists in assessing investments in road safety, as well as the need for robust tools capable of estimating their economic and social impacts. He also presented the five pillars of the United Nations Global Plan for the Decade of Action for Road Safety—road infrastructure, road users, vehicles, post-crash response, and road safety management—which provide the conceptual framework for the analysis.

Subsequently, Davide Shingo Usami presented the methodology developed by the research group, outlining the main challenges associated with estimating road safety expenditure and the approach adopted to address them. The study integrates multiple data sources, systematically classifies interventions into coherent categories, employs transparent estimation models, and explicitly accounts for uncertainty, with the aim of providing the most comprehensive and reliable assessment of road safety investments.

The second part of the webinar focused on the presentation of the study preliminary findings. Valerio Michiorri and Davide Shingo Usami illustrated the estimated costs across the five road safety pillars, covering investments in infrastructure, road user education and awareness, vehicle safety technologies and equipment, post-crash response systems, and road safety management, monitoring, and research activities.

CTL’s participation in this initiative reaffirms its commitment to developing scientific methodologies and analytical tools that support evidence-based public policies, contributing to improved road safety and more effective investment planning.
